Since 1986, James Stark has been CEO of Fayette County Community Action Agency, INC (FCCAA) growing the agency’s annual budget to over $7 million and managing more than $30 million in assets. He also serves as an agent for FCCAA’s affiliate corporation, Community Opportunities, a property holding company with over $12 million in assets and is President of several related agency owned Housing Corporations.

Jim was a founder and current Treasurer of Threshold Housing Development, Inc. which has completed more than 150 new construction and renovation projects since its inception in 1991.

FCCAA’s hallmark development is its Campus of Services in Uniontown which includes a new LEED certified Administrative Office Building, the FCCAA Food Bank and warehouse, the Uniontown Senior Center housed in the Community Service Center, the Family Service Center, headquarters for FCCAA’s health and human service programs and Meadow Heights Apartments, a 60 unit apartment complex for individuals age 62 years and older.

Jim received a Bachelor of Arts degree in Social Science and a Master of Arts degree in Public Administration with a focus on economic development and public management from the University of Pittsburgh. He completed three years doctoral work at Carnegie Mellon University’s Heinz School of Public Policy specializing in economics, information systems and organizational management.

Jim serves on the National Rural LISC Advisory, local FEMA Board, Workforce Investment Board and the PNC Bank Advisory Board. Under his tutelage, FCCAA has received the National Award for Excellence and the National Community Economic Development Award from the Community Action Partnership.
